I will explain in detail..Unlocked means you can use the Mobile in any GSM Network provider if it is locked means you can't use the Mobile in any network,so that You can unlock the mobile from the Locked Network and make it work with any GSM Network,,CDMA Network cannot be unlocked..For unlocking the Mobile You can use the Unlock code it is better to unlock,In the site http://www.mobileunlocksolutions.com/htc-vox/rs1wp... you can purchase Unlock code at reliable price..I unlocked My HTC VOX mobile from AT&T Network using the Unlock code purchased from that site.

Unlocked means you can use it with any provider, but it must be a GSM provider (AT&T or T-Mobile) and you'd have to call them or go to their store and make sure you can set it up.
