I don`t know if all of them can use Photoshop filter`s but Gimp and vicman`s can use some Photoshop filter`s. With the gimp if you have the PSPI plug-in for gimp. Here is where you can get the PSPI plug-in for gimp i think Irfanview can also use Photoshop filter`s.

You may need commander light to change some phothshope filter`s into 8bf file`s so they will work in gimp.here is where you can get commander light.
