Can the public school system keep you out?

My friends daughter went to a charter school at the begining of this year, and it is not working for her. Her mom tried to get her back into the pubic school system and they told her they won't let her back in. We are in the state of Utah. Can someone tell me if there is a law that she can go to the public school still?

Update:

she didn't get expelled or anything, they just changed schools and now they want to go back.

    She needs to contact the department of education for Utah. I live in PA and the only way that a public school can deny someone enrollment is if they do not live in that school district or if the student has been expelled from the school district.
