Most proxies would do the trick - but afcourse removing the parental control might also work=)

A parental program would only detect you visited the proxy site....so its safe:)

It won't work using the proxies. Do you really think that you can bypass Kaspersky Parental Control by using proxies? If that is the case, then the feature is useless then.
If the URL matched the blacklist, then it would be blocked.
