Would Lampard have been allowed to take another penalty if he missed the third time?

Replays showed that none of the Chelsea players were in the restricted area but there were WHU players when Lampard kicked the ball. So, would the ref have him take the kick again if he missed the 3rd time?

Update:

Thanks for replying however I'm not asking if Chelsea would have had him take a penalty kick. I'm asking if the ref would have permitted the penalty to be retaken since the WHU players were in the restricted area at the time Lampard struck the ball.

Update 2:

cool, thanks Romanis for the answer and the extra info. as well. So, would it be correct to say that if just the Chelsea players were encroaching, the penalty would be disallowed no matter what the outcome?

Yes, according to the Laws, he would be allowed to retake it.

Had there been only Chelsea players encroaching, then the answer would be no.

And usually, if both are encroaching and the goal is not scored, it won't be retaken.

yea he would as he is still there best set piece taker. but maybe they would give a couple to drogba or anelka to break the bad mould if he did miss.
