I prevent my dogs' dry skin problems by feeding them some Jack Mackeral (comes in a can in the grocery store near the tuna fish). They get a small amount in their food every night. A chihuahua would get a very small amount - won't hurt him if you give him too much but it isn't necessary to give him a lot.
The fish oil in the jack mackaral resolves these issues. It is inexpensive and a great solution! If it doesn't clear the skin problem, of course, check with your vet. Most dogs get skin dryness from time to time though. My shepherds scratch and carry on, but now that they get the fish in their diet, they are much better.
Good luck.
