Once they realize its flirting you can tell if they are into it because their panties will be on the floor.

Of course High School girls flirt! I think they got the technique down before the guys did. And yes, they realize when you're flirting with them they just aren't sure of your motives and whether or not they were imagining it or not. So of course they have to go consult their friends and analyze every single detail before they all come to an unanimous conclusion that you might be into that girl.
If the girl likes you she will most likely flirt back and then consult her friends on what to do next. Which will probably be to pursue it.

yeah usually its pretty easy for a girl to notice that. and they either back away if they're not interested or flirt back if they are.
