Is it possible to unlock an iPhone without internet service on the phone itself?

I'm buying an iPhone off a friend and he had AT&T on it. Is it possible to unlock the phone without a sim card in it and or internet service in it?

No, the pc ur doing the unlocking from needs the internet not the iphone
