Do not, under any circumstances, pay for the advertised "solution" to the problem. Your computer is infected. Take it to a local trusted tech and have him look at it.

Well your first mistake was getting online without first having virus protection. what you are describing is called a malware virus which stands for malicious software. the windows that pops up most likely gives you a scan result of your hard drive saying that its infected by so many viruses and it would seem the only way to fix it is to but the software. do not, I repeat DO NOT purchase this software as it is a malware virus.
that being said really the only safe, easy and cost effective ways of removing it would be by either investing in a very good virus removal software which in my opinion there's nothing better than Norton 360. which is available at places like walmart. or u can simply do a fresh install of the operating system which will format the hard drive thus removing the virus however you will still need a legitimate virus software at some point in time. especially if u plan on doing very much web browsing, as you can see its very easy to get a virus when your computer is unprotected.

See if your internet is working then just simply download free trial version of AVG or McAfee antivirus program......
After having it on desktop just simply perform scanning of your computer system with help of it.......
If your internet connection is not working then the only way to remove virus without antivirus program is just to remove it manually........
Just go to the "Run" command in the "Start" menu and input "cmd" in the text box. This brings up the command prompt in a DOS window.
Switch the Command Prompt to the drive infected with the virus by inputting it (the drive letter followed by a colon). Type in "attrib -s -h *.* /s /d" and press "Enter" once the prompt is reading the correct drive.
Bring up the drive's content directory by inputting the "dir" command. Look for any .exe files that are suspicious. Anything accompanied by a .inf or .dll file is a big red flag.
Rename the files that activate the virus--the ones that are attached to the .exe file. Type in "Rename" followed by the full file name followed by any harmless name you create. You can now access the drive without activating the virus.
Go to the drive folder where all the virus files are located. They are usually within the "Program Files" folder. Delete every one of them and clear out your recycling bin.
Open the registry editor by inputting "regedit" in the Run window. Search for the virus' registry keys, which are often within the folders with "HKEY" in the name. Delete all the registry keys associated with the virus.
Reboot the system once all the virus files and keys are removed.

Too late...you're infected with a smitfraud. You'll need to go to http://www.bleepingcomputer.com/ and go to the Uninstall List, find that program and follow the uninstall direction. Don't try to restore your PC to a time before this happened,it will only make it worse.
I wrote this to another poster but it all still applies to you.
She has what is known as a smitfraud(a rogue security program). She'll need to go to CNET at http://www.download.com/ and install the free version of Malwarebytes'Anti-Malware and then update the signatures. After that ,go to http://www.bleepingcomputer.com/ and look in the Uninstall List for this program (she'll need to know exactly what the name of the program is;obviously she doesn't or is not paying attention)and get the instruction for removal. sometimes they might ask you to install ComboFix or SmitFraudFix but Malwarebytes' should do it. DO NOT restore the PC to an earlier time;that only makes it worse.
I'm not sure how she's attempting to get into safe mode, but the PC must be completely off. Then you hold down (don't tap)key F8 (not F and 8 but F8) and restart the PC and work your way into safe mode from there.
After the PC is in safe mode, open Malwarebytes' and do a complete scan.If it finds anything, move these to quarantine and then delete them.If you don't move them into quarantine and you just delete them, they will reinstall themselves.
If she has CCleaner, run that to clean out any junk left behind. Then restart the PC normally.
When you surf the net unprotected, this is what you get:viruses, trojans, malware, spyware, smit… a bunch of other crap.To protect your PC you'll need several pieces of security software programs. The ones listed below are free and many out perform some paid security suites:
1 a firewall (install only one)
2 an anti-virus (install only one)
3 an anti-spyware/malware (install two or three)
4 a secure browser
5 a disk cleaner (deletes temporary files, cookies, etcGet one or two)
Free firewalls:
Comodo Internet Security (just the firewall and not the anti-virus,unless you want the full program)
ZoneAlarm
PC Tools Firewall Plus
Outpost
Online Armor
Free anti-virus:
avast! Home Edition 4.8
Avira AntiVir Personal 9
AVG 9 (use Threatfire with this program to increase your level od detection)
Panda Cloud Anti-Virus
Microsoft Security Essentials
Free anti-spyware/malware:
Ad-Aware
Malwarebytes Anti-Malware
Windows Defender
SUPERAnti-Spyware
Spybot Search and Destroy
Spyware Terminator
SpywareBlaster
Browser:
Firefox and load it up with McAfee Site Advisor,AVG Link Scanner,or W.O.T.(Web of Trust). Also get BetteryPrivacy,Ghostery, TACO (Targeted Advertising Cookie Opt-Out),KeyScrammbler.Set Firefox to delete cookies when you close the browser (Tools,Options,Privacy,Cookies).NoScript is also available for Firefox. If you get AVG as your anti-virus,there is no need to get the AVG Link Scanner because it is included in the program.
These are free for personal use and you can download them at CNET http://www.download.com/
Some add-ons for the Firefox browser are available at http://addons.mozilla.org/en-US/firefox/
Disk cleaner and defrag utilities:
CCleaner ,Glary Utilities, and Advanced SystemCare ; all free
Get it at CNET http://www.download.com/
Also get Smart Defrag and run that in Deep Optimize mode
clean and defrag for a fast unclogged OS

Ther 2 least complicated suggestions at this factor are: you may the two get a clean antivirus application. Norton, in many people's evaluations, isn't a sturdy application. It loos down your equipment and could reason greater issues than it fixes. the different decision is to do a clean reinstall of dwelling house windows. struggling with malicious classes like trojans and spyware could properly be greater artwork than reinstalling dwelling house windows.

I would just reinstall Windows and start fresh at this point, because even if you remove it, there may be some components of it left behind and if you've only had it for two weeks...
