Why is it the states place to restrict marriage?

If Marriage is religious and a personal thing, why does the state have a place to restrict it? And conservatives want the government out of people's personal lives, yet typically support marriage restriction?

    State law is simply saying - You can do it, but WE'RE not going to legalize it for you. Go to a state that will. States are not saying people can't get married. States have the right to make their own internal laws as long as they do not go against Federal law.
