If I get a new computer can I transfer all my Itune songs onto it?

If you get a new one, it'll be a blank slate until you put something on it.
You'll need to be sure you back up your iTunes Library to CDs, so that you can transfer them to your new computer, reinstall iTunes, and add your stuff to your new library in iTunes on that new computer.
Depending on what PC you buy, they usually come available with software and cable to transfer data.
