it needs a new piston and rings, compression is very critical in a 2 stroke motor, a 2 stroke will not have power and stall and not start right if there is not enough compression

You should never spend money when you can do some simple measure to see if everything is in working order. 2 Stroke are very easy motor to work and is very basic. First you should drain the gas competently and add new premix oil (as in gas to oil ratio) 32:1 .Then buy a new spark plug this should see if the bike is an okay working condition.

There's quite a few problems with it and you don't want to buy the wrong thing and spend too much money. Take it to a Honda dealer in your area they will go through the bike and analyze all the possible options. It could be many different things, if the plug doesn't spark it needs a new spark plug, if your kickstarter doesn't go down your piston/cylinder is busted and you get to rebuild your top, possibly bottom end =) (the smiley is very sarcastic!). However if one thing is wrong with it it can often prevent a bike from starting. Save yourself a few hundred bucks and just take it in.
