What can I do to make these boots fit?

I just got a new pair of riding boots, but I can't zip them all the way up. They fit up until my mid/top of the calf. I am kind of hesitant to do any exercising because I'm afraid that they will just become more muscular and larger. What should I do in order to fit into them?

    is there anyway you can stretch the material?

    maybe put them in hot water and then try putting them on and stretch out the top?

    if you can't find anything else, you can easily put like a stretchy cloth wrapping around just the top and just zip up as far as you can and then the rest will be held together by the fabric. you could have it match the boot fabric? but im not sure how that would be for actual riding
