I went to Target and they don't have them.
And I looked online at a bunch of different stores and they don't have them either.
Do they still sell them?
And if so, where can I buy one?

Target and Toys R Us still carries Tamagotchi's but they tend to be popular gifts for Christmas. Give the stores a little time to restock the Tamagotchi.
If you don't want to wait, Tamagotchi's can be found on Ebay or Amazon for as little as $3
