I think this is quite deceiving. The state commission only begins to assume jurisdiction once the fight contracts have been signed and finalized. The contracts are not yet signed and finalized at this point.I think the camps are still in the negotiating stage and the condition of random tests is contractual in nature not yet within the authority of the state commission to decide on. Let us also remember that the fight is an international one involving an American and a Filipino who is not subject to any state authority until both parties have agreed on the NSAC to handle the matter of blood test for the fight. To break the impasse and considering the international nature of the fight, I believe it is for the federal authorities to decide on the matter of the blood test.
