Is this a Fuse or Bulb problem?

The turn signal on my Buick Century 99 has started blinking very fast. I got out and looked and noticed that the light on that side isn't working at all. Is this a fuse or a bulb problem?

My low coolant and low wash lights are on also, even though both are full. I am not sure that this is related, as I think this may be a sensor problem, but I just thought I'd add this info.

    when a blinker starts blinking fast, this means there is a bulb out

    usually front or back

    most side marker lights don't flash
