What type of advertising works best for a mom and pop business that caters to local residents?

What I do is advertise the local businesses around me in the local online classifieds. It's usually free to post an ad but since I do this as a service for busy business owners, they are more than happy to pay me a small fee. I only charge them $19.99 for a month long ad on 5 different classified ad websites. Much lower than newspaper ads which only run a few days. Word of mouth.
What type of business is this? How long has it been in existence? Who is your target market clientele?
Once you answer those questions, you can start answering the type of advertising the customers would be most responsive to. You must know your target market 1st, their likes and dislikes, their concerns, and their passions.
Blasting an ad without a target is ineffective. You will also need to figure out what your USP's are (unique selling propostions) that separate you from your competitors.

Radio.
get your local radio station to broadcast it. You don't always need a full commercial either, you can be a sponsor for weather and whatnot, plus depending on the market, you can have access to the demographic you want in your restaurant! If you want construction workers to head to your place for lunch, sponsor the 11 or noon weather.
Stay away from newspapers as people can hold the paper and ignore the ad. With radio they hear it wether they like it or not.

Try distributing discount coupons. Indicate daily or weekly specials so that you can people coming in all the time.
I wont want to shop at a mom and pop shop if I know that they spend money on advertising, as I will know that surely the costs will be passed on to the consumer.
