No ink would be best.
Printer inks, pen inks, marker inks, and what not are not meant to be put into the skin. This can have some seriously harmful effects, and if they go ahead and do it then I hope their insurance is paid up.
If they're that determined and stupid enough to do it themselves tell them to invest in real tattoo ink- it's not all that horribly expensive or hard to get online.
The infections they could get, and the horrible tattoo that they'll either spend thousands of dollars to remove or be stuck with for the rest of their life will teach them a lesson I suppose. Shame there are kids that have to learn it that way.

Just spend the money and buy you a little Kuro Sumi inks and then a small kit with some colors in it and do the tattoos right.
Check ebay they have lots of great deals, there are some online stores that have good inks and at a fair price.

They won't be able to go deep enough into the skin, and the body will reject the ink. Once it scabs, the tattoos will come out.
