Have the virus Security Center, and can not remove it. Can anyone help please?

Brand new laptop. Security Center auto loads at startup and I can't change its settings without purchasing it! Also, it doesn't allow me to install programs (malware bytes, etc.), and reads actions like opening task manager as "a virus." So it turns good things into bad things, and bad things into good things. I found a solution on the web with other computer, but I can't rename taskmanager file, so it doesn't work. Help!

Update:

I can't uninstall it because it doesn't show up on the list. I did delete it but it apparently didn't matter. It's a real mess.

Turn your computer on in safe mode by holding f8 while it is turning on and selecting "safe mode'. Most viruses cannot run in safe mode. If you do not have an antivirus program, download the Kaspersky Antivirus free trial from Kaspersky.com. Run a Full Scan, and it will detect Security Center and remove it completely.
