How can i put a stop to this person who is committing fraud against random people every day?
I see her like clockwork every morning at the Post office parking lot. She waits for someone to pull into a parking spot and she pulls up next to them and begs for money. She has a sob story about needing gas money to get to the hospital to visit a relative , blah blah. I know this because she used this lie on me and i was tricked into giving her a few dollars.
Now, i see her EVERY DAY. I watch her and she does the same thing over and over, for months on end. I am getting sick of it. She probably recognizes me and never asks me anymore because i go to the post office very frequently.
I am sure she drives to dozens of parking lots a day, all over town, probably "earning" hundred dollars an hour. She makes more money than me probably, all tax-free. I want her in prison.

Yes it is a clear case of monetary gain by fraud/deception... Call the Cops and they will talk/ stop/arrest her/move her on or close down her operation.
In case you are not aware a parking attendant in England did this in the same Council parking area for 22 years and collected and amassed a 17 million fortune before he absconded to Spain . It was later discovered that in fact the Parking area was a free Council Parking lot but he was always there charging everyone who parked there for those 22 years and everyone assumed he worked for the Council.. These people are pretty cunning eh..!! BB

This is a difficult question, because no one reading your question can be sure of the facts surrounding the incident. I fist think of all the treachery in the bible when fraud is committed. In first Kings the wicked king Ahab, who served as king in God's nation of ancient Israel coveted Naboth's vineyard, and subsequently had Naboth killed to obtain Naboth's vineyard, (1st Kings chapter 21). Psalms 119:165 says there is no stumbling block for a servant of Jehovah, even if it is being ripped off from a person who pretends to be a brother/sister. The Bible says we live in critical times hard to deal with. In these critical times brother/sister may turn on brother/sister, however Jehovah knows exactly what is in a person's heart. Our sincere prayers can be for a person who is the victim of fraud. Most of Jehovah's Witnesses are not lawyers, so the court may be the best place to settle a matter that requires legal judgment concerning money matters.

I totally know what you mean. I get approached many times by people. And the funny thing, one time someone approached us to get a few dollars as they "ran out of gas." Ok, we jus thappened to have a gas can in the back of our truck with gas in it. When we offered that, they immediatly got rude and ignorant and walked away. I know totally what you are saying.
What you have to do is make the case. Sometimes when there is a situation you dont like and they are breaking the law, you have to basically put it in their laps. Its called Panhandling. Most places have statutes or laws against such activiies. I would totally think the POst office would also, as that is Federal. Also, most places stop panhandlers since many people will complain to either the store or town where they do the panhandling as most people dont like it. But it takes complaining to get something done about it. If you are really intent on stopping this person, which it appears you are, you just have to go inside the store or location where outside they are attempting to panhandle. COMPLAIN COMPLAIN COMPLAIN. Also, contact your local police and tell them about it. It you tell enough, several times, they usually get them to stop or give them a ticket. You might have to do it a couple times, but if you do it enough to the right people, it should stop. Check your laws in your area. There should already be something on the books for things like this. It's unethical to be sure, but there's not a lot you can do because it's not serious fraud that would would be, at most, a misdemeanor. She'd be out of jail in no time. If she'd put that much effort into working, she could be successful, but there are some people who would rather beg than work. The best you can hope to do is move her along, I'm afraid.

Contact the police, certainly, although there might be little they can do. Also contact the local paper, radio and TV. Publicity will stop her, as more and more people realize it's a scam.

Make a sign "'Need gas to go to hospital' lady is lying to you." and post it outside of the office.

She knows she can get away with it so she will never stop. One can call the police and see if that works.

You, yourself can do nothing to stop her. However you can call the police. Most cities have an ordinance or law regarding begging/panhandling.

for all you know she uses the money for a computer so she can beg online for 650 million dollars so she then can go on tv and beg for your vote for president....what's the difference?
