If your using Windows 7, put in the CD and boot with it. Windows 7 has a nice Windows Start Repair option you can use to fix a corrupted registry. Otherwise try going in in safe mode and cleaning/repairing your registry with a program such as CrapCleaner. Sounds like it's time for you to do a fresh install, especially if your using vista, you gotta upgrade.

the simplest way is to reinstall windows,to me it sounds like your windows update that probably

set to update automatically try to install a high priority update and updating the registry for this update failed, could be a corrupt windows file, try this restart, f8 to the dianostic screen with safemode , safemode with prompt, safemode with networking, etc., scroll down to reboot and click it

or the last known good config that really work if you can't get to that screen or the safemode just reinstall windows
