This happens when Yahoo is working on the site. It has been happening for the last 15 days. You can get a warning by hovering your cursor over ANSWERS at the left side of the main Yahoo home page. If it says "A problem occurred....." , there is a high chance that you will get the false "cannot save" message when rating.
Click on FORUM at the left side of the Answers home page to find all the current problems on the site.
