Group 1 should have - Australia, England, South Africa, Pakistan and Sri Lanka.

Group 2 should have - West Indies, India, New Zealand, Zimbabwe and Bangladesh

Group 3 should have - Canada, Kenya, Ireland, Bermuda and Netherlands.

Always one team from Group 1 should be demoted and Group 2 should be promoted. Similarly, demote one team from Group 2 and promote one team from Group 3. This should be done at the end of one year's games.
