Itunes account question?
I share an itunes account with my sister and one of us downloaded the app for free and now the app is $0.99 will I still get the app for free.

I believe so, it should work just fine.
To be safe, since you have the same iTunes account, try sending the app to yourself from her computer over email. Since you are on the same account, it should be automatically authorized and it should work.
Hope you figure this out.

you have to download the app when it was free to get it unless its the same account, if you download it again as i have had 2 iphones i downloaded my purchases and it said 'you have downloaded this already we will not charge you' thats because it was on the same account
