As a first try, go into my computer, right click on the CD, click explore.
One of the files in there should be setup.exe , right-click on it, click properties.
One of the tabs at the top will be compatibility, click it. Change it to run in compatibility mode for windows XP. Click Apply then OK. Then give it another go by double clicking the setup.exe icon.
This makes your computer pretend its on XP which will probably be better for Sims2. If this does work, try running windows update aswell, that might help. Hope this helps :)

Probably the disc is scratched, try cleaning it. The same thing happened to me, but I eventually gave up and tried installing again the next day and then it worked!
