When it says someone has connected to you on Yahoo answers, what does that mean?

It means that person has "added" you as his/her contact. And it means that he/she is now YOUR fan.
If you wish to reciprocate, you can "add" that person to your contacts. If you do so, you will show up to each other as contacts ... if you do not wish to, he/she will not show up in your contacts, but WILL still be listed as your fan.
Complicated? To simplify, a contact is someone YOU ADD ... a fan is someone who ADDS YOU.
