What are the Physical requirements for a house to meet FHA and RD loan standards?

I've heard several things, none of them very specific. Things like "must ensure the well being of the occupants", but what specifically. What about foundations? I've hear talk of peeling paint, roofs that last for two years or more, hand rails. Any help is appreciated. Thanks

Thanks for the real answer Debbie. I guess my biggest concern is the foundation. I live (and am looking to buy) in a very rural town, and some houses are, well... different. One place I'm looking at doesn't have what modern home builders would call a foundation. Its the type of foundation houses used to be built on, which is a "dry laid" stone foundation. So no cement/morter, just dry stacked rocks, with a heavy duty still plate, post and beam framing on top of that. Its a time tested practice... but I realize that might not fly with lenders. I I'm guessing they probably won't except it.

Also, when we're talking about painted wood. What about cedar shingles that aren't meant to have paint on them? And what about other wood treatments like stains' and sealants, does it have to be paint?

    easy answer; a county building inspector will look at the house, as will a private inspector

    and an appraiser. The first 2 people will look at the home's building plans and compare to

    current CODE. If additions or changes have been made that are NOT up to code, the

    inspector from the county will ORDER updated changes be made.

    When a house passes all 3 inspections, it is in GOOD condition. SAFE, livable.

    Rent able too.

    Your question is a little difficult to answer but the simple answer is that the home really just has to be livable and in good condition. Safe from hazards, Pretty much all foundations are acceptable as long as they are in good condition. Manufactured homes must have "tie downs" if not on a foundation. Exterior siding paint cannot have exposed wood to the weather (peeling paint) roof must have at least 2 years of life etc. Heating source, cooking source. No safety or health hazards.
