depends on what the VPS is running. Generally, to 'reset' a VPS from the user side, you simply reboot. This might be the windows 'start-shutdown-restart', or a linux #/sbin/reboot or even a bsd #reboot
Before you go restarting things remotely, use task manager in windows or top in Linux/BSD to find out what's using all the CPU.
Resetting won't help if you've got a program hogging the CPU. (it also won't help if the physical server the VPS runs on is running out of CPU time. ;))

Do you somewhat think of somebody is going to offer internet hosting service for loose? internet hosting takes time and money to maintain the server retaining your archives or app. Even digital servers could sit down on a real, actual field. .
