What if taxpayers paid taxes to States only, and the Federal Government then taxes the revenue of States?

Less complexity.

It seems like that would make more sense as the economy of the states is different.

It might make for less complexity, but their won't be enough funding. States rely on the federal government to make up budget shortfalls, which happen quite often.

How about a flat tax on consumption, no more income tax. Can't get any less complex than that.

The bottom line is the taxpayers ultimately assume the taxation on the state side as well as the federal side. Do you actually believe that the Federal Government ( euphemism for the oligarchs)

would be willing to pay anything to relieve the burden of the 'commoners"? I truly doubt it. The oligarchs hardly pay any taxes at this juncture. The burden of taxation is placed upon the backs of the working class.

State taxes would be astronomical, and the laws would be come much more complex, very quickly.
