Locke opposed Robert Filmers's defence of the the system of sovereign rule in which authority lies in the control of the first born of the current ruling family.

Locke argued that 'The Social Contract' between the governed and the government should replace monarchical rule...and that this contract should be revokable. In other worlds any civil government depends on the consent of those who are governed, which may be withdrawn at any time. (ref 3)

Nevertheless, this social contract was also a 'sexual contract' , a 'class contract' and a 'racist contract' in that the citizens providing that consent were to be a privileged group of white property owning men.(ref 2)

so he is relevant for two reasons:

    a) His philosophy became the basis of the current principles of Liberal Democrctic government .

    b) However, the contradiction between 'freedom' and 'universalism' the principles on which that contract was based were in contradiction to the actual operation of how the principles apply in our day to day experience of government.... It is these contradictions that underpinned the several civil rights movements of the mid nineteenth century and then the 1960/70s (ref 2)... and, from the view of Confict theorists, still need to be drawn on in the face of the actual nature of the Corporatist aspects of todays political - economic elites.(refs 1 and 4)
