What does the word 'tool' mean in UK/Irish slang?

I am in the US,and have seen it on this site several times.By context,I am guessing it means something like 'jerk'?!

    A spanner (wrench) is a tool but it doesn't have a brain so it doesn't know it's being used

    So when you call someone a tool it means you think they're so dumb they wouldn't even know when they're being used
