All you need is an anti-flicker capacitor. Problem solved guaranteed!
EDIT: Just add the anti-flicker. I've had exact same problem and the anti-flicker capacitor solved it. Go to www.chargerforums.com and research this problem. You will see the solution is always anti-flicker capacitor.
"Dave" you are completely wrong about not being able to run HIDs on a Charger. There are hundreds upon hundreds of us Charger owners with HIDs.

I just bought an '07 charger. I was looking at altimas as well but they failed to impress me. Resale is almost the same for both, except if you're buying the charger r/t which is at least 7k more than the V6 models. The charger is hands down the more stylish of the two. Gas mileage is not too far off. The altima(vs charger 3.5) probably wins by a few gallons. Oh, don't buy the 2.7L chargers. They aren't meant for long term driving(small engine...heavy car). Good luck!

they make a hid conversion kit that allows you to use those and them not do that,im thinking you just bought the cheaper kit that didn't come with mini regulator and that's what causes the lights to do that because the originals was controlled voltage ,you may have to switch them back though unless you can get a constant supply of voltage to them, because they will continue to do this as long as the engine is running, good luck.

Your HID bulbs require a constant 12V power source. Your 07 Charger has a TIPM which controls the headlamps with a High Side Driver. It sends power through the headlamp bulb and monitors it's return. It's not seeing the value it likes so it is increasing and decreasing voltage to compensate.
In short you cannot use a HID on that car and expect it to work properly. Put the originals back in.
Best of Luck!

There are anti flickerr and cancellors that help with the problem. I've successful installed them using a high current relay to activate the hids from a direct battery source with fuse. using the headlights power to activate the relay

could be any number of things but the most likely would be a loose wire in the connector that jiggles as the engine runs i highly doubt its a slipping belt on a 3 year old rig unless it has alot of miles on it

Check all your connections, make sure your 12v is well supplied and especially check the grounds
