Nope they should not charge for Templates etc. and if it is on a different website than theirs then they can. You can use open source apps like Joomla, WordPress etc. to start a website and it works very well like others sites plus its FREE. The mention of elearning makes me think that you will be growing out of anything created with those kind of tools fairly soon.
