Is Boston's $22 billion big dig infrastructure worth it considering Massachusetts only has 6.5 million people?

Massachusetts a mid-size populated state with a population almost the same as Arizona has been paying dearly for its tunnel under Boston to the tune of $22 billion to be paid off in 2038. Who is more peeved the folks there, the Boston tea party throwers, or the American public in general?
