Certainly not!
Considerations should be policies of the person and loyalty to ones country and constituents. Politicians to one degree or another regardless of race seem not to be straight with voters but we try to get the least tainted. An interesting case in point is when Peru elected Alberto Fujimori. His heritage was Japanese but he was born in Peru.
