Yes, I'm pretty sure that is a Welsh SC.

It almost looks as if it was crossed with QH.

I, however, not being an expert can't say for sure. Tha'ts just my opinion.

ii cant give you a deffinet yes to its a welsh section c but it does look that way look at this pic i found on google and compare so i think it is a welsh SC

I think it could be a welsh cross. He's a little lanky to be a straight C I think.
