never received a 1099?
(TEXAS) in 2007 i had a job that paid cash and i filled out a sheet with my name and ssn every time, and went it came time to do my taxes i had not received my 1099 yet even though i had asked repeatedly for it so i did my taxes without it, and forgot all about it. So a couple months ago i get a letter in the mail saying i owed 1600 from the irs. is there anyway to get around that or am i stuck paying it, or can i someway go back and get the 1099 and refile?

How?, you admit you got the money and filed without reporting the income. You'll be lucky if you qualify for the penalties to be waived.
Nothing stopped you from listing the income when you filed--the IRS contends that you are to do the schedule C from your records, not the 1099-Misc anyway.
