What does OEM copy of Windows mean?
Ok so i want to get Microsoft Windows 7 Professional 64-bit 1-Pack for System Builders - OEM,
but i don't know what it means, it says that i can't transfer it to another machine? So if i get a new hard-drive i cant use it anymore? or whats the deal with OEM copies of windows?

OEM is original equipment manufacturer. The software can only be installed on one machine vs a retail version that can be installed on more than one by the original license holder (you). Now as to upgrading the system if it will allow you to install the os again it would depend on just how much you replace. The hard drive shouldn't be a problem. Where you get into issues is when you change the motherboard and possibly the cpu.

OEM stands for "Original Equipment Manufacturer" in this case Microsoft. You buty the OEM software and it basically means one PC one copy. System builder is basically if your capable of putting a PC together with out it going bang, the seller is going to ask for credentials. I have credentials, it also has to do with the EULA agreement, but read the 7 one because it is different?

Retail is the entire boxed version which incorporate all manuals etc etc. OEM is meant for a working laptop or laptop builder the place the only component coated is the installation CD and product code, if required.
