If there is a health violation in a rental property, what is the goverment department you need to contact?
When we moved into our new property, we immediately discovered a problem With the toilets. they wouldn't flush properly,anytime. There was always "stuff" left. WE called the real estate and they sent a plumber out, who confirmed there was a problem. He left and we heard no more about it till a older guy turned up, saying that the other guy was his apprentice and that he would take a look at our toilets,
He confirmed that while the cisterns confirmed with current water laws in Australia, the bowls were of the older full flush design and because of that, the bowl was too large for the cisterns capacity.
He left. I have called the real estate repeated since then with no response. They take repeated messages and do not call me back. While I understand this is an expensive job, the health board connotations that they must abide by mean that this must be fixed. Unfortunately I do not know what government department to call. Who should I call regarding this problem.

This makes no sense whatsoever. The ability of a toilet to flush cleanly has not a thing to do with the capacity of a cistern, unless the cistern happens to be completely full and needs to be emptied. I would certainly think that any such cistern can handle more than one or two toilet flushes. Methinks this old plumber is looking for a toilet replacement job which is not necessary.
It is possible that the water levels in the toilet tank are not sufficiently high to complete a clean flush.
A given amount of water in such tank is necessary to thoroughly empty a toilet bowl. Find someone who can PROPERLY analyze your toilet issue.
Incidentally, a toilet which does not empty on the first flush is NOT a health issue.
