the making of windows, someone has to make windows for computers so they are windows programmers. Same as people who make computers, they are computer programmers

Windows programming, to me, means the development of applications intend to run agains the Win32 or Win64 API, i.e. the application programming interface presented by Microsoft Windows.
Written as in your question, with a lowercase w, the term might include the development of applications for any windowing system. Windowing systems would include Microsoft Windows, Macintosh OS, X-Windows and many, many more.

I agree with Darren, but I think some confuse it with programming FOR Windows, as opposed to working for Micro$oft and actually contributing to writing Windows itself.
