Why cant i download windows .NET framework 3.0?!?

3.0 or 3.5 wont download, i just spent like 400 dollars on vegas pro.. and I cant install it because i dont have framework 3.0.. Anyone help me?

    first you need dotnet version 2

    then you install 3 SP1

    then 3.5

    goto softpedia.com

    you'll get files from there for free
