Sorry, the first problem is not done properly.
8^(- 2/3) is not the same as the square root of negative 4 !
8^(- 2/3) = 1/[8^(2/3)] = 1/4
so, the answer would be 1 + 1/4 = 5/4
the second problem is substantially correct. Don't you think it would be better to express 6/2 as 3 ?

1 + [ 1 / 8^(2/3) ]
1 + [ 1 / 64^(1/3) ]

you are confused about negative exponents. x^(–1) = 1/x
y = (1/2)x – (3/2)
multiply by 2 to clear fractions
2y = x – 3
swap
2x = y –3
y = 2x + 3
