Blind people wear sunglasses because most sighted people think "blind stares" are creepy and weird.
And no, they can't get eye replacement surgery. Blindness is caused by a number of things, and I don't believe anybody has ever came up with a way to transplant an entire eye anyway. Even if they had, a lot of blind people still wouldn't be able to see, because there are problems with the optic nerves or even the brain itself in some cases.

Technically there is a wide range of what is considered blind. Most people who are legally blind actually do have some level of vision remaining. However, many times these people will be extremely light sensitive. As such, use of sunglasses will reduce the amount of glare issues that they have. Another reason is that they don't want people looking at their eyes. Also, generally people who see those are blind with sunglasses are more likely to be more helpful to them or at least be more understanding if they are slow to move/act.
