I'd skip ocean blue and orange, yikes. White is a little stark but a soft green or pastel yellow would be fine, even a pastel gray or soft tan. If you want white I'd go with a cream instead. It's not as stark and every bit as nuetral to dress up with color in curtains and furnishings.
My son's room is cream walls and has navy blue curtains, a plaid comforter on his bed. He painted some artwork on large pieces of art board that we hung in his room. He also has a bookcase in there and some dog themed items on a shelf and some of the furnishings.
We're expecting a little girl in June and her room is cream right now but we'll be redoing it in a soft pastel pink from the middle of the wall to floor and getting a simple pink and chocolate print border to put around the room from the middle to dress it up. I'm also planning to get chocolate colored curtains for the windows in there to help pull the chocolate into the pink that is all ready in some of the furnishings (sheets, bumpers, dust ruffle and rocker which is pink dots on chocolate color). The little accent pieces will take care of themselves when the room comes together more.

Depends on the Gender. Mine had 2 shades of pink ...obviously a girl ...
We wanted to use yellow, but I could not find a color I liked.
Orange and green is neutral.
Blue is for a boy
For neutral I would go with pale green

White would be boring.
Ocean blue (traditionally, blue is for boys)
Yellow is a nice bright color (non-gender)
Orange is too close to red, a hot color (may be a too warm color)
My choice: Pale green--a sea-foam green--which is a cool, calming, and soothing color (non-gender).

Well for a baby boy, I would say blue..
But you know, whats the point of painting it blue, espesically when he is going to grow up, and want to change it.. so I would just say white!
Boring, but at least he will like it forever

this is personal choice -go for a color that won't stimulate the child much & let the father help you choose.
