Generally it is shorthand for "with". It is often abbreviated c with a straight line over the c by medical professionals. It's from the Latin '***'....with.
PS...oh how silly. Yahoo blocked the word c_u_m as a bad word. It's the Latin for WITH. c/ cibum (with meal/food)
c/ aqua (with water) etc. Overkill at it's worst.
