DVR Service. Buy a DVR or rent from Cable company?

I want to get a DVR. I have HD cable and my cable company is offering a DVR for $13 a month.

Can I just buy a DVR and record without paying a monthly fee the way I used to with my VCR? Or do I have to pay my cable company or Tivo for the service?

Update:

What I really want to know is if I can buy a DVR and record without paying extra money every month.

If you buy, make sure it's an HD dvr or you will lose the hd channels great picture quality.

Tivo is rental after you buy the dvr and $13 isn't bad to rent with the cable co., if the dvr goes bad or takes a surge and stops working, you turn it in for another one.
