It means that are still mad or hurt. Just because someone forgives you for something doesnt mean that everything is back the way it was. They need time to work out those feelings before things can get back to normal, if they ever do.

It means that they are not mad at you anymore and want to put it behind them but they are still a little hurt at the moment and want to be left alone so it doesnt get worse
