a collection agency won't retn my overpayment. Help!?

I have done everything the agency has asked( I had to prove to them the payment cleared-Isn't that what their acctg dept does?) I faxed, emailed and waited, and still no refund. I had filed a complaint with the BBB and they rec'd no response after 2 attempts so they closed the case!. I live in California and the agency is out of my state. Does anyone know of another recourse I can take other than a lawyer?

Update:

yes i gave the ok to debit my checking and they took an extra payment...

    Contact the Bureau of Consumer Affairs of the Dept. of Financial Institutions for California, and file a complaint. If you cannot locate such an agency in California (or an agency that serves a similar purpose), send the collection agency a letter by registered mail with return receipt requested, asking them to refund the overpayment.

    If they do not refund the money after you send this letter and receive the return receipt, call the Attorney General's office of California and ask for their help.

    How in the world did you overpay a collection agency? Did you give the direct access to your bank account?

    You can sue to recover the overpayment. Don't expect any refund from the collection agency.
