How should i ask him?
There's a guy in my neighborhood. as soon as i meet him i was connected. he seemed to feel the same about me. were the same age, enjoy being around each other, and end up smiling whenever we see each other. so i wanna take our relationship...higher. but it'll be hard to ask to go out. he was asked out previously and said no because he doesn't want a "relationship" yet. and if we date and break up we cant see each other again... how do i ask without it being wierd.

since you are now friends and do not want to lose that friendship, how about if you ask him out for a date with no strings attached at this time (more like hanging out but with only him) and see how thing progress with him...you might find that you are pleasantly surprised with the results.
