Look into the following list
Windows XP
1. official support will be stopped by year 2014
2. Cheap compared to Win 7
3. Does not required high end hardware configuration compared to Win 7
Windows 7
1. Obviously will have better features and functions compared to Win XP
2. New to market, so Microsoft will keep releasing updates and enhancements
3. Demand high end hardware (RAM) to be part of mandatory requirement
Based on the above factors you can choose which is better for your needs.

This is a really vague question.
I personally will not be running Windows 7 for at LEAST another 6 months. If my systems were purely for surfing the web or something, or at least not used for mission-critical purposes, I'd give it a try. Hopefully we all remember what a POS Vista was, and realize that Windows 7 is going to have almost the exact same growing pains.
Every Microsoft OS that has EVER been released has been garbage for the first couple of major updates. It's just how it is, and unless they change everything about the way they do a release, it will continue to be this way.
That said, even THEY realized Vista was garbage throughout it's whole run, and so hopefully they did at least a SLIGHT bit better on testing 7.
I will say this; it depends on what you're trying to do with it, how much you care to gamble with your data, if device drivers have even been included in 7 for your hardware (they probably have, but check first), etc.
And despite what the other replies are saying; Newer is almost always MUCH MUCH WORSE in software....hardware tends to improve on each release, but operating systems almost ALWAYS come out as terribly buggy (and Microsoft is probably the MOST notorious for rushed releases) and in many cases are only corrected after numerous updates.
XP is arguably one of the only things Microsoft has actually "gotten right". It's by no means perfect, but is by FAR their most polished and robust OS to date.
Windows 7 might SOMEDAY get there, but it's gonna be at LEAST 6 months....I'd give it a year before you really trust it.

Windows XP - 2002
Windows 7 - 2009

I don't think that all new products should be better, but Windows 7 is better than XP. The reasons are different: W7 is fast, it has a good security system (better, than in XP). Windows 7 interface is more convenient and modern.

windows 7! I had XP for ages (don't have any complaints about it though) and never bothered with vista. But I love windows 7.
